Another intoxicated person starts off October behind bars after getting a little too buzzed.

On October 1st, at approximately 3:29 p.m. Deputy M.L. Warnick responded to Outback Steakhouse at 308 Worth Avenue for a call of an intoxicated person. The caller advised a heavily intoxicated man was walking in the road. When Deputy Warnick arrived in the area, she observed a man matching the description provided.

The man, James Hulo, 53, of Ruther Glen, was stumbling towards the Chick-Fil-A when Deputy Warnick made contact. Hulo had glassy, bloodshot eyes, the strong odor of an alcoholic beverage coming from his person, and was extremely unsteady on his feet. During their conversation, Hulo got more and more argumentative about why he was being stopped. Deputy Warnick explained she was there to check on his welfare and to see if he was drunk in public. Hulo advised he was not intoxicated. He then dropped his wallet and advised he might be a bit “buzzed”.

Deputy Warnick advised Hulo he was being charged with public intoxication. When she attempted to put handcuffs on him, Hulo began to resist. Hulo was able to add obstruction of justice to his charges before deputies were able to secure him. Hulo was yelling and cussing out deputies all the way to Rappahannock Regional Jail. He was charged with public intoxication and obstruction of justice. Hulo was held without bond.
