Traffic Stop in Stafford Leads to Arrest of Wanted Suspect

Stafford, VA. A suspect wanted on felony charges was arrested on Monday following a traffic stop conducted by deputies with the Stafford County Sheriff’s Office.

On January 29, 2018, Deputy Matthew Flick initiated a traffic stop after observing a vehicle swerving on Interstate 95 northbound near mile marker 143.1. The driver provided identifying information to the deputy that was later discovered to be false.

The deputy identified the driver as Darryl Maxie Outen, 36, of Chesterfield. The suspect was wanted on three felony charges out of Richmond as well as three felony charges out of Chesterfield. Outen told the deputy he gave false identification to avoid arrest.

During a search of the suspect subsequent to arrest, the deputy discovered a controlled substance. He admitted to law enforcement that the prescription medication did not belong to him.

The suspect was transported to Rappahannock Regional Jail and held without bond. The Richmond and Chesterfield warrants were served and Outen was charged in Stafford with possession of controlled substances, false identity to a law enforcement officer, an identity theft violation, and a traffic lane violation.
