Hit and Run Suspect Found Asleep on Interstate

On March 30, 2017, at approximately 11:09 PM, Deputy C. L. Smith responded to a Hit and Run near the intersection of Jefferson Davis Highway and Foreston Woods Drive. A male subject at the scene stated a white Ford Expedition had struck his vehicle from behind as he was attempting to turn onto Jefferson Davis Highway from Foreston Woods Drive. The uninjured victim explained he could see headlights rapidly approaching in his rearview mirror. After the impact, he exited his vehicle to assess the damage and attempt to speak with the driver, but the driver did not acknowledge him. The victim was able to provide law enforcement with a detailed description of the driver as well as the Ford Expedition that fled the scene. The victim also used his cell phone to take a photo of the Ford’s license plate before it pulled away and continued north on Jefferson Davis Highway.

A BOL was provided and at approximately 11:38 PM the vehicle was located parked on the shoulder of the road on Interstate 95 at the 142 mile marker. When Deputy Smith arrived, he observed a male matching the description of the suspect asleep inside the Ford. Once contact was made with the driver, he provided a false name to the deputy. The male subject had a strong odor of alcoholic beverage emitting from his person and his eyes were bloodshot and glassy. The vehicle’s inspection sticker was also proven to be fictitious. The male subject was then transported to Stafford Hospital for a blood/alcohol test.

Francisco Antonio Fuentes- Blandin, age 37 of Maple Drive in Stafford, VA, was charged with Driving Under the Influence, DUI – Third or Subsequent Offense, Driving after Forfeiture of License, Hit and Run, False Identification to Law Enforcement and No Inspection Sticker. He was incarcerated without bond at the Rappahannock Regional Jail.
