Criminal Caught on Camera

Many say a picture is worth a thousand words. In this case, a video is worth felony charges as one Stafford man’s burglary attempt was caught on camera.

On November 7th at approximately 12:22 a.m. deputies responded to the Neighbor Mart, located at 2983 Richmond Highway, for a business alarm. When they arrived, they noticed the business’s front door had been damaged beyond repair. Using camera footage, deputies were able to witness what transpired.

At 12:15 a.m. a red vehicle arrived at the business. The driver attempts to open the doors of the business but fails. Instead of giving up, the suspect attempts to open the door by running at it and kicking at it. Eventually the suspect realizes he’s not getting into the business and leaves.

Not only did cameras record the crime, but it recorded the suspect vehicle’s license plate. Stafford deputies, along with an officer with the Aquia Harbour Police Department, responded to the vehicle owner’s residence in Aquia Harbour.

When deputies made contact with the suspect, Saddam Rafat, 23, of Stafford, he was wearing the exact clothes seen in the video. Rafat was hostile, uncooperative, and shouted profanities towards deputies. He would then retreat further into the residence and cause a further disturbance with family members. To prevent any potential harm, deputies quickly detained Rafat. During the incident, Rafat would resist arrest, make constant threats, and assault two officers.

Rafat was charged with burglary with intent to commit a felony, two counts of assault on law enforcement, obstruction of justice without force, obstruction of justice with force, and destruction of property. He was held at Rappahannock Regional Jail on a $5,000 secured bond.
