Suspect Arrested For DUI, Obstructing Justice

Stafford, VA. A suspect was arrested on Thursday night by deputies with the Stafford County Sheriff’s Office for driving under the influence after the vehicle he was operating was discovered in a ditch.

On March 19, 2020, at approximately 9:35 p.m., Deputy Mangan responded to the 1100 block of Washington Drive in reference to a single vehicle accident. Upon arrival, the deputy located the vehicle in the ditch line.

The driver was identified as Steven Parks, 27, of Stafford. He smelled strongly of an alcoholic beverage and his eyes were bloodshot and glassy. He also appeared unsteady on his feet and his speech was slurred. Field sobriety tests were subsequently conducted.

The driver was taken into custody and transported to the Sheriff’s Office for a breath test. At this point, the driver became uncooperative and refused to take the test.

On the way to the Magistrate’s Office, he remained uncooperative and combative. He screamed at deputies and refused to enter or exit the vehicle. During his bond hearing, he continued to scream and act belligerent.

The suspect was incarcerated at Rappahannock Regional Jail without bond on charges of driving under the influence, refusal, and obstructing justice.
