HEROIN ARRESTS Members of the Sheriff’s Office Special Investigation Unit executed two search warrants early this morning, Thursday, March 27, 2014; one at 42 Lightfoot Drive and the other at 22 Oak Road. Both addresses are in Stafford County. Anthony Pakchanian was thought to be at the Lightfoot address but was picked up at another residence in Stafford. Jeannine Scenters was arrested at the Oak Road address. The other subjects arrested today are Daniel Ringler, James Beverly, Jason Monroe and Malcom Moore. These individuals were arrested at other addresses in Stafford County. Robert Ruff and Cynthia Miller were already incarcerated. Jimmy Mills, Cory Waters and James Cox are still at large. “The increase in the use and distribution of heroin has become a nation-wide problem.” states Sheriff Charles Jett. “I will be utilizing every asset of the Sheriff’s Office to rid Stafford County of this very serious problem. The use of this dangerous drug leads not only to addiction and harm to the user but to significant criminal activity as well. The message needs to be clear. This will be a constant and ongoing investigation.” The indictments and arrests of these individuals are the result of an intensive investigation that started in December of 2013 and was initiated by members of the Sheriff’s Office Special Investigation Unit, in large part, to the high number of heroin overdoses that occurred in Stafford County over the last year. Unfortunately, Stafford County had 12 confirmed heroin overdoses that resulted in death in the past 12 months. The Stafford investigation led to information that would ultimately involve numerous other law enforcement agencies in Northwest and Northern Virginia. These agencies were also involved in investigations dealing with the use and distribution of heroin. The other agencies involved in the larger investigation include members of the Northwest Virginia Regional Drug Task Force, the Bureau of Alcohol, Tobacco, Firearms and Explosives and the Virginia State Police.
