Cool Springs Hit and Run, Evidence Needed

The Stafford County Sheriff’s Office is requesting information regarding a hit-and-run on February 6, 2026, at approximately 1:46 p.m. in the area of 21 Cool Springs Road.

Evidence indicates a white sedan struck a black motorcycle and fled the scene.

On February 6, 2026, at approximately 1:46 p.m., deputies responded to the area of 21 Cool Springs Road for a motorcycle accident and potential hit-and-run. Upon arriving on the scene, deputies observed a subject lying in a snowbank being treated by rescue personnel.

Preliminary investigation revealed the victim was traveling northbound before being struck in the rear by a vehicle that continued northbound without attempting to stop. The victim was then thrown from the bike, and the suspect fled the scene.

Preliminary evidence suggested that the suspect intentionally hit the victim and fled before anyone noticed.

The suspect was later identified as Richard Brown, 32, of Fredericksburg. Brown was charged with attempted first-degree murder, felonious assault, felonious destruction of property, reckless driving and felonious hit and run. Brown surrendered to his charges on February 16, 2026, and was held without bond at Rappahannock Regional Jail.
