Four Norfolk men attempted to gain money under false pretenses over the weekend; however, they were unaware Stafford deputies were not new to this fraud.

On September 6th, just after midnight, deputies responded to Wawa, located at 3099 Richmond Highway, for a suspicious report. It was advised a group of males were buying numerous gift cards. Considering a recent credit card theft and fraud scheme happening at local Wawas, deputies and Wawa staff were on high alert for similar activity.

As deputies responded to the first report, they would learn of an additional incident at Wawa, located at 72 Austin Park Drive. Again, it was reported several different credit cards were used to obtain gift cards. In both cases, the suspects left the scene in a black Ford Bronco. In anticipation of another fraud, Deputy K.F. Shifflett and Deputy S.A. Edwards responded to the Wawa on Wonder Road.

When deputies arrived, they observed a black Ford Bronco leaving the business. A traffic stop was conducted and deputies made contact with all four occupants. Each were detained and numerous gift cards were located in plain view. During a search of the vehicle, credit cards with different names were located, none of which matched the occupants. A concealed firearm and controlled substances were also located.

The four were identified as Shakur Lowder, 31, Keyonta Mayer, 31, Devont’re Davis, 29, and Marcus Fisher, 31. Lowder was charged with four counts of obtaining money by false pretenses, four counts of credit card larceny, four counts of credit card fraud, four counts of identity theft, and conspiring to commit larceny. Mayer was charged with four counts of credit card fraud, two counts of obtaining money by false pretenses, four counts of credit card larceny, shoplifting, two counts of identity theft, possession of controlled substances, and conspiring to commit larceny. Davis was charged with five counts of credit card fraud, five counts of credit card larceny, five counts of identity theft, five counts of obtaining money by false pretenses, possession of controlled substances, and conspiring to commit larceny. Fisher was charged with four counts of credit card larceny, possession of a concealed firearm, and conspiring to commit larceny. All four were held at Rappahannock Regional Jail without bond.

Great work to both deputies, and Wawa staff, for ending another fraud scheme in Stafford County.
