Wawa Fraud Hopping

Thanks to the proactive actions of deputies, a fraud scheme was stopped and a 23-year-old New York man received over 60 warrants.

On August 24th at approximately 9:14 p.m. deputies received a fraud report. The California victim advised his credit card was just used without his consent at Wawa, located at 105 Garrisonville Road. Deputy T.G. Croson would respond to that Wawa and discovered 11 unauthorized transactions took place. Using business cameras, Deputy Croson was able to obtain a clear description of the suspect. He further learned the suspect parked behind the business in a black Nissan.

Additional deputies began canvassing the area, including other nearby Wawa businesses. Throughout their search, deputies learned the same suspect committed another fraudulent transaction at the Wawa at 72 Austin Park Drive. He would also attempt a fraudulent transaction at the Wawa at 920 Wonder Road; however, that transaction wasn’t approved.

Recognizing the suspect’s continued movement towards the South, Deputy C.R. Newman positioned himself at the Wawa at 860 Richmond Highway in anticipation for another fraud. His hunch would pay off, for moments later, a black Nissan entered the parking lot and parked at the rear of the business. With a photo of the suspect in hand, Deputy Newman made contact with the driver and discovered he was a perfect match. The suspect was then detained.

The suspect was identified as Caiteng Li. Li did not possess a valid driver’s license and was discovered to be in possession of suspected controlled substances. Inside the vehicle were not only money orders, but recent receipts from Wawa. As a result, Li was charged with 13 counts of credit card theft, 13 counts of credit card fraud, 13 counts of fraudulently receiving goods, 13 counts of identity theft with intent to defraud, 13 counts of obtaining money by false pretenses, possession of controlled substances, and driving without a license. The 67 warrants were served and Li was held at Rappahannock Regional Jail without bond.

Great teamwork by deputies for not only being proactive, but quickly and accurately disseminating crucial information.
