On February 8 at 9:34 a.m., Deputy D.E. English observed a vehicle stopped in the middle of the road on Jefferson Davis Highway near Austin Park Boulevard. Deputy English approached the vehicle and attempted to speak with the driver and passenger. Deputy M.L. Jacobeen arrived on scene to assist. The deputies noticed both the driver and passenger appeared disoriented. The deputies suspected both men were under the influence.

The passenger was identified as Kevin Brown Jr., 31, of Stafford. Brown had slurred speech and was unsteady on his feet. Deputy English conducted a pat-down and found a handgun in Brown’s pocket. Brown was detained and placed in a patrol vehicle. A set of metal knuckles were later found in his possession as well.

Deputy Jacobeen attempted to speak with the driver, John Dodson, 35, of Stafford, but he was unable to answer any of the deputy’s questions. Dodson was unsteady on his feet and had to be assisted out of the vehicle. As the deputy attempted to detain Dodson, he resisted. With the assistance of Deputy English, Dodson was successfully placed in handcuffs. A controlled substance was found in Dodson’s pocket.

Dodson was charged with driving under the influence and possession of a controlled substance. He was held on a $2,500 secured bond at the Rappahannock Regional Jail. It was learned Brown was a convicted felon and had an outstanding failure to appear warrant. Brown was charged with two counts of carrying a concealed weapon, possession of a firearm by a felon, and public intoxication. He was also served the outstanding warrant. Brown was held without bond at the Rappahannock Regional Jail.
