Wanted Subjects Arrested at Hotel

The Stafford County Sheriff’s Office responded to the Clarion Inn at 564 Warrenton Road and located two wanted subjects and assorted suspected controlled substances.

On August 26th at approximately 8:46 p.m., Deputy R.S. Dominguez received information that a wanted subject was staying in the Clarion Inn. Deputies located Justin Wilhelm, 37, of Dumfries in one of the hotel rooms and confirmed he was wanted in several jurisdictions. Wilhelm had two active King George County warrants for failing to comply with pretrial and failing to appear. There was one active warrant in Prince William County for failing to register with the Sex Offender and Crimes Against Minors Registry. During a search incident to arrest, suspected controlled substances were found on Wilhelm.

Deputies observed suspected controlled substances and paraphernalia on the bed and dresser and detained the other two suspects that were visible in the room. They were identified as Ashley Hess, 30, of Culpeper and Samantha Festa, 21, of Richmond. A fourth suspect was located hiding in the bathroom and she was identified as Crystal Dozier, 34, of Stafford. Dozier initially provided false identification, but deputies were able to confirm her identity and learned she was wanted out of Spotsylvania County for failing to comply with a court order.

A search warrant was executed on the hotel room and additional suspected controlled substances and controlled paraphernalia were located. All four suspects were charged with possession of a controlled substance and possession of controlled paraphernalia. Additionally, Dozier was charged with false identification and identity theft. All four suspects were held at the Rappahannock Regional Jail. Wilhelm, Dozier and Festa were held without bond and Hess was held on a $3,000 secure bond.
