Stafford, VA. A suspect was taken into custody early Saturday morning by deputies with the Stafford County Sheriff’s Office for driving under the influence and assault on a law enforcement officer.

On March 7, 2020, at approximately 12:35 a.m., Deputy Voellmar observed a vehicle swerving in the roadway, almost striking the median. He initiated a traffic stop and the suspect vehicle pulled into the parking lot of the Wawa located at 15 Eustace Road.

The deputy made contact with the driver and immediately detected the strong odor of an alcoholic beverage emanating from the vehicle. In addition, the driver’s eyes were bloodshot and glassy, and his speech was slurred. The driver was identified as Reginald Collins, 53, of Fredericksburg.

While field sobriety tests were being conducted, the passenger repeatedly exited the vehicle and refused to comply with the deputy’s orders to return to the vehicle. Additional units responded to the scene to assist with the investigation. Sgt. Colona attempted to take the passenger into custody and she resisted.

The driver then pushed Deputy Voellmar and attempted to interfere with the passenger’s arrest. Sgt. B.J. Reed arrived and grabbed the driver, causing them both to fall to the ground. The driver sustained a laceration to his face from the fall and was subsequently treated by rescue personnel. He was taken into custody and a search warrant for blood was executed.

The passenger was identified as Tera Boozer, 31, of Fredericksburg. She then requested to be treated at the hospital. While at the hospital, she continued to be combative and attempted to assault a law enforcement officer. Throughout the process, she was belligerent and repeatedly yelled obscenities and made racial slurs.

Collins was incarcerated at Rappahannock Regional Jail on a secured bond on charges of driving under the influence, obstructing justice, assault on a law enforcement officer, and refusal. Boozer was incarcerated on charges of attempted assault on a law enforcement officer, resisting arrest, obstructing justice, and public intoxication.
