Stafford VA. A suspect was taken into custody on Wednesday night by units with the Stafford County Sheriff’s Office after crashing his vehicle and attacking several deputies while claiming to be under the influence of PCP.

On July 24, 2019, at approximately 6:25 p.m., Deputy Vasquez responded to a single vehicle auto accident in the area of 15 South Gateway Drive. The 911 caller advised that the driver appeared to be drifting in and out of consciousness.

Upon arrival, Deputy Vasquez located the driver lying on the ground outside of the vehicle. The subject was acting strangely and screaming incoherent statements. He then began running around the deputy’s cruiser. Additional units arrived to assist.

The suspect repeatedly ignored the deputies’ commands and began attacking them. He continued to fight and resist arrest, but units were eventually able to take him into custody. A baggie containing an off-white powdery substance and drug paraphernalia was located on the suspect’s person. He was transported to a local hospital and a search warrant for blood was executed.

The suspect was identified as Thomas Lawrence Jr., 45, of Spotsylvania. He and the three passengers of the vehicle later admitted to consuming PCP before the accident. Deputies also detected a strong chemical odor emanating from the vehicle.

The suspect was charged with seven counts of assault on a law enforcement officer, obstruction of justice, possession of controlled substances, possession of controlled paraphernalia, driving revoked, driving under the influence, and several traffic offenses. He was incarcerated at Rappahannock Regional Jail without bond.

The passengers were also taken into custody. Shawn Norbrey, 42, of Fredericksburg was taken into custody and incarcerated at Rappahannock Regional Jail until sober on charges of public intoxication. Brittany Brown, 29, of Fredericksburg was taken into custody and incarcerated at Rappahannock Regional Jail without bond for public intoxication and an outstanding felony warrant out of Stafford County. Torshan Jefferson, 26, of Fredericksburg was taken into custody and incarcerated at Rappahannock Regional Jail on a $2500.00 secured bond for public intoxication and possession of controlled substances.
