Stafford, VA. Detective Sgt. Chris Smith of the Stafford County Sheriff’s Office has identified and charged the suspects behind the theft of a purse from a vehicle parked in front of a local restaurant.

On February 26, 2019, a female subject called the Sheriff’s Office to report an incident that occurred that afternoon. She told deputies she was standing approximately 50 feet away from her unlocked vehicle talking to someone outside of Mason-Dixon Café located at 11 Hope Road. The victim advised that she was only away from the vehicle for about 15 minutes, and she did not observe anyone near her vehicle during that time.

When she returned to her vehicle, she realized her purse was missing and she began receiving notices that her credit card was being used at Fas Mart located at 2142 Jefferson Davis Highway and 7-Eleven located at 2143 Jefferson Davis Highway.

Sgt. Smith later reviewed surveillance camera footage from a business near Mason-Dixon Cafe. He observed a Nissan SUV pull into the parking lot at 2:28 p.m., and change parking spots a couple times. At one point, the male driver exited the vehicle to talk to another male subject. He got back in the vehicle and remained parked. At 3:49 p.m., the female passenger exited the vehicle and walked over to the victim’s vehicle. She was then observed briskly jogging back to her vehicle carrying a dark-colored bag. The vehicle again relocated to a couple different parking spots before leaving the parking lot at 4:01 p.m.

Sgt. Smith also reviewed surveillance camera footage from 7-Eleven, which showed the suspect vehicle approach the gas pumps. The female subject from the larceny then exited the vehicle and attempted to pump gas.

On March 4, 2019, Sgt. Smith was driving through the Stafford Government Center parking lot when he saw the male and female suspects from the larceny walking toward the courthouse. He asked to speak with them and they agreed. The female subject was identified as Paris Adams, 28, of Stafford. She admitted to stealing the bag and using the cards at 7-Eleven and Fas Mart.

The male subject was identified as Raishon Delarge, 23, of Stafford and he confirmed Adams’ story and admitted to his involvement in the incident.

On March 6, 2019, the detective obtained warrants on Adams for credit card theft, conspiracy to commit credit card theft, petit larceny, and vehicle tampering. In addition, he obtained a warrant on Delarge for conspiracy to commit credit card theft. Both suspects were taken into custody and incarcerated at Rappahannock Regional Jail.

The suspects were also behind a larceny that occurred on March, 3, 2019 at Outback Steakhouse located at 308 Worth Avenue. On that date, the suspects attempted to place a delivery order, but an employee advised they could only use cash for a take-out order. After receiving their take-out order, the suspects left the restaurant. However, surveillance camera footage showed Adams return to the restaurant and steal an unknown amount of cash from a cash drawer. They left the restaurant in a Nissan SUV.

Deputy J.W. Ahern located the suspects through the delivery address they had originally provided the restaurant. He made contact with the suspects and they turned over the stolen money in the amount of $129 to him. On March 6, 2019, they were taken into custody. Delarge was charged with driving suspended and Adams was charged with petit larceny.
