Wanted Suspect Arrested After Being Spotted by Stafford Detective

On July 17, 2018 just after midnight, a Stafford County Detective observed a wanted subject exit a home on Forbes Street and enter the passenger front door of a white Chrysler minivan. As the minivan drove off, the detective requested a marked unit stop the vehicle so the suspect could be arrested. Patrol Units attempted to perform a traffic stop at Forbes Street and Harrell Road. When they activated their emergency equipment, the minivan accelerated and a pursuit ensued.

The chase continued on throughout the area, including Strawberry Lane, Thomas Jefferson Place and Layhill Drive. It ended when the female driver lost control and crashed into a ditch in the area of Dogwood Airpark. Immediately after the crash, the driver bailed out and ran from deputies but was quickly apprehended. The male passenger was held inside the minivan at gunpoint until he was removed and placed under arrest. He was in fact the wanted suspect.

Arrested on the outstanding warrants was Stephen Michael Brown, thirty-one-years-old from Stafford County. He was charged with Abduction, Domestic Assault, Violation of a Protective Order and two counts of Annoying Telephone Calls. These charges were a result of an incident that occurred on July 4, 2018 that occurred in the south end of the county.

The driver of the minivan involved in the pursuit was identified as Rebecca Lynn Conley, forty-seven-years-old, also from Stafford County. She was charged with Felony Eluding, Reckless Driving, Driving on Suspended, Trespassing and Obstruction of Justice. Both subjects were incarcerated at RRJ.
