Man Passed Out in Walmart Bathroom Arrested on Drug Charges |

Stafford, VA. Deputies with the Stafford County Sheriff’s Office arrested a suspect on drug charges after he used heroin and passed out in a Walmart bathroom and subsequently attempted to smuggle drugs concealed in his shoe into the jail. On June 9, 2018, at approximately 2:26 p.m., Deputy D.J. Taylor responded to a reported medical emergency at the Walmart located at 11 Village Parkway in the southern end of the county. Dispatch advised that a white male estimated to be in his forties had passed out in the store bathroom. Upon arrival, the deputy observed rescue personnel treating a male subject. He also saw in plain view several drug-related items. The subject appeared lethargic, but denied medical transport. The subject, identified as Richard Carlton Garner, 29, of Stafford was taken into custody and subsequently admitted to using heroin. He was taken to the Magistrate’s Office and charged with possession of a controlled substance. During the intake process at Rappahannock Regional Jail, a substance consistent with heroin was located in a clear plastic bag hidden in the suspect’s shoe. The deputy obtained an additional warrant of possession of a controlled substance in a jail. The suspect was subsequently incarcerated without bond. |
