On June 12, 2017 Deputy James Mangan met with a Stafford County resident who advised he had lost his wallet on June 11, 2017 while at the Doc Stone Plaza. After returning home that day, another citizen drove to his address and stated he had found his wallet. The exchange was made and the wallet and its contents seemed to be intact.

The following morning, the victim received a telephone call from his bank stating his credit card had been used at the Wawa on Eustace Road on June 11, 2017 and later on at the Wawa at 105 Garrisonville Road.

Deputy Mangan went to the Wawa on Eustace Road and asked management to allow him to review the security video. He observed a subject buying beer and cigarettes at the same time the bank advised the card had been used there. Deputy Mangan recognized the suspect as Joseph George Brown as he had previous contact with him.

Deputy Mangan next went to the Wawa on Garrisonville Road where he reviewed the security video. Once again he witnessed Joseph Brown attempt to purchase a $105.00 gift card with the stolen credit card. He then responded to the magistrate’s office and obtained numerous warrants on Brown.

On June 13, 2017 at 7:40 PM Deputy Mangan observed fifty six year old Joseph Brown sitting in the Mine Road Commuter Lot. He arrested him without incident and transported him to the Rappahannock Regional Jail where he was charged with one count of Credit Card Theft, one count of Forgery and Uttering, one count of Credit Card Fraud and two counts of Obtaining Money by False Pretense. He was held on $5000.00 bond.
