On May 24, 2017, at approximately 11:43 AM, Deputy A. C. Wolford responded to a larceny at the Target on 25 South Gateway Drive. Upon arrival, the deputy contacted a staff member who advised that a white male, with tattoos on his arms and legs, wearing a blue hoodie, gray shorts and a black hat entered the store and was observed stealing a bottle of cologne. The male quickly exited the store and began running toward U.S. Route 17. The store employee stated that the same male had been seen in the store on April 2 and May 21. On both dates, the subject had stolen cologne. Video footage of the previous incidents was reviewed and Deputy Wolford departed the store to investigate further.

Shortly after Deputy Wolford departed Target, he responded to a call at the Days Inn at 14 Simpson Road because a passenger refused to pay his taxi fare. Upon arrival, the deputy immediately observed a male subject matching the description of the Target suspect. Interviews of the cab driver and the suspect were conducted. The suspect was identified as Salvatore Scavone. The cab driver stated he had picked up Scavone at the Days Inn, transported him to the Giant on Garrisonville Road, and then returned him to the hotel. Scavone then advised the cab driver that he had lost his money and could not pay the fare and offered the cab driver a bottle of cologne as payment.

Permission to search the room was granted and the bottle of cologne stolen earlier in the day from Target was located. Salvatore J. Scavone, of Simpson Road in Stafford, was charged with Grand Larceny, multiple counts of Petit Larceny, and a Defrauding charge for the unpaid cab ride. He was incarcerated at the Rappahannock Regional Jail on a $1000 secured bond.
