On March 27, 2017, at approximately 5:22 PM, Deputy A.I. Assur was assisting a Walmart loss prevention officer in locating a shoplifting suspect in the Washington Square Plaza parking lot. While patrolling the parking lot on foot, Deputy Assur walked up on a vehicle that was occupied by three subjects; a female driver, a front seat male passenger and a back seat male passenger. Once at the driver’s door window, Deputy Assur observed the female driver attempting to conceal a syringe down the front of her pants.

Deputy Assur instructed the driver to place her hands on the steering wheel. At this time, the female disobeyed the command and began to drive away. First Sergeant C.L. Cain had arrived on scene a few moments earlier and used his patrol vehicle to block the car from proceeding further.

Once the vehicle was stopped, all three subjects were ordered to show their hands. The three subjects failed to follow commands as they continued making furtive movements in an attempt to hide contraband.

All three subjects were removed from the vehicle, detained and a search was conducted. A female deputy responded to the scene to conduct the search of the female driver. Based on the evidence recovered in the search and information provided during the interview, all three subjects were placed under arrest.

Dominic Kentrell Brown, age 36 of Plank Road in Spotsylvania, VA, was charged with Possession of Controlled Substances and Possession of Paraphernalia. Jennifer Lynn Jewell, age 25 of Partlow Road in Spotsylvania, VA, was charged with Possession of Controlled Substances and Possession of Paraphernalia. Bobby Eugene Goss, age 20 of Parlow Road in Spotsylvania VA was charged with public intoxication.
