The Stafford County Sheriff's Office is requesting the public's assistance in helping to identify a subject involved in a suspicious activity in the Amy Clae subdivision in Stafford County. On Friday, January 13, 2012 at approximately 8:00am, a 10 year old female was outside her residence on Nugent Drive in the Amy Clae subdivision when a male subject, sitting in an older, white van, called out to the juvenile stating "come over here, I won't hurt you". The 10 year old did not comply with the subject's request and ran back into the house. While this incident is not an attempted abduction it is, however, suspicious in nature and the Stafford County Sheriff's Office would like the public's assistance in helping identify the subject that the juvenile encountered. A composite drawing has been released of the subject and anyone who has any information as to the identity of the male subject is asked to call the Stafford County Sheriff's office at 540-658-4400. The Stafford County Sheriff's Office reports a phone scam in the area aimed at swindling senior citizens. Since November, four senior citizens have received a call from an individual claiming to be their grandchild. In each separate incident the caller, pretending to be a grandson or granddaughter, told the senior citizen that they were in trouble in a foreign country and needed money to bail them out of jail. In this scam the senior citizen receives a call where the caller identifies himself/herself as a grandchild in trouble with law enforcement in a foreign country and needs cash sent immediately to be used as bail money. Preying on the senior citizens uncertainty of which grandchild is calling, the caller is able to get the grandchild's name and then pretend to be that person. Asking the grandparent to not call "Mom and Dad" because they want to tell them the bad news themselves, the caller then convinces the citizen to send the money by money order to an address they provide. This phone scam is being seen in other parts of the country as well. In each incident in Stafford, the senior citizen receiving the bogus call has refused the request for money and contacted the Sheriff's Office. This is not the first time that Stafford County citizens have reported this scam. It was first reported in Stafford County in July and September of 2009. The Stafford County Sheriff's Office recommends that if citizens receive a call such as this to not send any money until they verify with other family members the authenticity of the call and the caller. Families can also develop a code word that easily identifies a family member should there be any question as to the identity of a family member who is calling. The Stafford County Sheriff's Office reports the arrest of Bryan Christopher Stevens, age 24, of no fixed address. Bryan Stevens has been charged with 3 Counts of Breaking and Entering, 3 Counts of Grand Larceny, 1 Count of Obstructions of Justice, 1 Count of Unlawful Entry and 1 Count of Theft of Services. The charges relate to the recent thefts from three Stafford County churches since January 1, 2012. Detective Tim Martin, armed with several citizen tips and investigative leads, was able to identify Bryan Stevens as a suspect in the cases involving the recent breaking and entering cases at three churches. On Wednesday, January 11, 2012 at approximately 3:30 pm Detective Martin was able to determine where Stevens was staying and went to the site off of Harris Lane in Stafford County. Stevens was staying in a shed on the property of a vacant residence. When Detective Martin went to the site he observed evidence associated with the thefts on the property where Stevens was staying. Detective Martin called for backup from additional Stafford detectives who responded to the scene. Detectives located Stevens near the shed where he was confronted and asked about the thefts. Stevens ran from detectives but was quickly taken into custody after a short foot pursuit, without further incident. Evidence located at the scene has linked Bryan Stevens to the thefts from Ebenezer United Methodist Church, Ramouth Baptist Church and North Stafford Church of Christ. On Thursday, January 12, 2012 Stafford detectives, assisted by members of the Prince William County Police Department, executed a search warrant at a residence in the Dumfries area of Prince William County. Detective Martin's investigation indicated that items stolen from the incidents related to Bryan Stevens would be located in the on the property of that residence. As a result of the search warrant, evidence was recovered at the residence that is directly related to the church thefts in Stafford County. Other property was also recovered that was linked to other thefts in Stafford County. This investigation is ongoing. . The most recent breaking and entering occurred at Ebenezer United Methodist Church located at 161 Embrey Mill Road in Stafford sometime between 2:00 am and 7:30 am Tuesday, January 10, 2012. Deputies first responded the North Stafford Church of Christ, located on Shelton Shop Road on Tuesday, January 3, 2012 for a report of a breaking and entering. The unknown suspect or suspects are believed to have entered the church through and unsecured door. Items stolen include a flat screen television, a monitor and an undisclosed amount of cash. The thefts are believed to have occurred sometime between January 1-3. Deputies responded to the second incident at Ramoth Baptist Church, located on Ramoth Church Road, on Tuesday, January 4, 2012. The unknown suspect or suspects are believed to have forced open a window to gain entrance to the church. Items stolen during this incident include 4 flat screen televisions, four computers and a camera. These thefts are believed to have occurred sometime between the evening hours of January 3 and the early morning hours of January 4. Ebenezer United Methodist Church was broken into sometime between the hours of 2:00 am – 7:30 am this morning, Tuesday, January 10, 2012. The unknown suspect or suspects broke a window and an interior door to gain entrance into the church and then stole a safe that contained an undisclosed amount of gift cards. The Stafford County Sheriff's Office reports the arrest of Brent Mitchell Taylor, age 46, of 326 Wood Landing Road, Fredericksburg, Va. Brent Taylor has been charged with 1 Count of Contributing to the Delinquency of a Minor. Taylor was arrested and released on a summons. The charge is a Class 1 Misdemeanor. On January 7 at approximately 2:41 am deputies located a 17 year old male juvenile walking north on Warrenton Road. The juvenile told deputies that he had accidently locked himself out of his motel room and could not get back in and was walking around. The male juvenile told deputies that the man who had rented the room had gone and would be returning later. Preliminary investigation indicates that the man charged in this case, Brent Taylor, picked up the teen in Fairfax, without parental permission, and brought the juvenile to the Motel 6 on Warrenton Road. Deputies were waiting at the Motel 6 later in the morning when Taylor returned. Brent Taylor was charged with Contributing due to his inappropriate personal contact with the 17 year old male juvenile. Taylor made initial contact with the 17 year old male juvenile on the internet. This investigation is ongoing. No additional information is being released at this time. The Stafford County Sheriff's Office reports the arrest of Jonathan James Bagwell, age 51, of no fixed address. Bagwell was arrested in a hotel near the North East Philadelphia Airport this morning by members of the United States Marshal Service Richmond/Philadelphia Fugitive Task Force. Jonathan Bagwell had been wanted in Stafford County on two warrants for Failure to Appear and Revocation of Sentencing. Jonathan Bagwell came to the attention of the Stafford County Sheriff's Office in 2008 when he allegedly defrauded a Stafford citizen. Bagwell convinced the citizen to invest in his fictitious cleaning company. Bagwell then used the citizen's name to purchase a lease on a building and buy other items, using the citizen's name, all without the citizen's permission. Stafford authorities charged Bagwell with charges to include Making False Statements to Obtain Credit and Obtaining Money/Property Under False Pretenses. Bagwell plead guilty to the charges but asked the court to allow him to stay out on bail pending his sentencing hearing due to a variety of illnesses. Bagwell was granted his request to stay out on bail. Bagwell's claims of being ill were not true. Jonathan Bagwell failed to appear at his sentencing hearing and was declared a fugitive. The Stafford County Sheriff's Office requested assistance from the United States Marshal Service in locating Bagwell. He was located this morning at the Four Points Hotel near the Philadelphia Airport and was taken into custody without incident. On 11/27/11 Stafford deputies responded to the Fredericksburg Police Department and spoke to the victim of the attempted sexual assault. The assault occurred in Stafford but a friend of the victim had dropped her off at the FPD on the friend's way to work. The victim told deputies that she and another friend had been at the Porter Library, in Stafford County, when she started receiving phone calls on her cell phone from a blocked number. The caller asked if he could meet with her. The victim did not know the caller and said no. Moments later, the friend was picked up so the victim walked to another friend's house on Shasta Place. Once at the residence, the victim walked outside to use her cell phone and was approached by a male subject, who the victim said, had a gun. The male subject told the victim to walk into the wooded area near by where he started punching the victim and tried to sexually assault her. The victim was able to kick her attacker off of her. The suspect then punched the victim again and tried to choke her. The suspect's phone rang and the suspect answered the phone and then ran from the scene. The suspect is described as a black male, approximately 6'0 – 6'2, in his thirties with short, tight hair twists and thick bushy eyebrows. The suspect also has scaring along the cheek area (possible acne scars) with facial hair on the chin. The Stafford County Sheriff's Office reports that the body of missing Stafford County resident, Devon During, age 24 of Hampton Oaks in Stafford County has been located in the wooded area off of Rocky Way Drive in north Stafford. On Wednesday night, November 23 at approximately 11:50 PM deputies responded to the area of Whitson Ridge Drive and Eustace Road in reference to a missing person. Once on scene deputies came in contact with Mr. During's family members who notified deputies that Devon During had been missing since Friday, November 18. The family had been in the area looking for Devon. Devon During had been last seen on November 18 at 11:00 PM by friends. Devon During was being driven to a friend's house when he asked to leave the car and walk to the friend's residence. He exited the car in the area of Eustace Road and Matthew Court and was last seen walking in a southerly direction. Once the investigation began and deputies were able to locate the individuals who were last with Mr. During, the Sheriff's Office Search and Rescue Team was deployed in the area of Eustace Road and Northampton Blvd. to initiate a search for Devon. Members of the Search and Rescue Team worked through the weekend searching for Mr. During. Yesterday, Sunday, November 27 at approximately 1:30 PM the body of Devon During was located in the wooded area off of Rocky Way Drive. Preliminary investigation indicates that Devon During did not die as a result of foul play. Mr. During's body has been taken to the Chief Medical Examiner's Office in Richmond where an autopsy will be done to determine the cause of death. The Stafford County Sheriff's Office reports the arrest of one man in connection with numerous home burglaries in the North Stafford area. One additional man has also been charged with one of the burglaries. William Kirschbaum, age 19, of no fixed address, has been charged with 4 Counts of Breaking and Entering, 4 Counts of Grand Larceny, 4 Counts of Larceny With Intent To Sell Stolen Property and 3 Counts of Obtaining Money by False Pretenses. The second individual charged in this case is Harold Hare Jr., age 26, of 322 Cannon Circle, Fredericksburg. Hare has been charged with 1 Count of Breaking and Entering, 1 Count of Grand Larceny, 1 Count of Obtaining Money by False Pretenses and 1 Count of Conspiracy with Intent to Sell Stolen Property. Both men are currently incarcerated at the Rappahannock Regional Jail. William Kirschbaum came to the attention of Stafford County Detectives during a joint investigation with the Fauquier County Sheriff's Office dealing with numerous home burglaries on Tacketts Mill Road, Beaver Lodge Road and Popular Road in the Rock Hill section of Stafford County as well as residences off of Garrisonville Road specifically Chadwick Drive and Newbury Drive. During these burglaries large amounts of items were taken from the residences to include jewelry and firearms. Kirschbaum was actually arrested on October 21 while under surveillance by Stafford Detectives. Kirschbaum is also facing multiple charges in Fauquier County. Kirschbaum was arrested while in possession of over $39,000.00 worth of items stolen from a residence on Chadwick Court. That theft occurred just prior to the Stafford Detectives initiating their surveillance of Kirschbaum. Harold Hare was arrested last night, November 2 in Fredericksburg with the assistance of members of the Fredericksburg Police Department. A search warrant was executed at 322 Cannon Circle. Evidence collected at the scene, to include firearms, implicated Hare in at least 1 home burglary in Stafford County. The investigation by Stafford Detectives had turned up information linking Hare to Kirschbaum and the burglary. "Due to the complexity of this case and the very real danger that many of the firearms stolen from several of the residences in Stafford and Fauquier would be spread out among other individuals it was imperative that this investigation be a regional effort. The flashing signal is located south of the intersection of Enon Road (Route 627) and Route 1. The signal will face motorists traveling in the northbound lanes of Route 1. Sensors have been embedded in the pavement of the northbound, left travel lane of Route 1, immediately north of the flashing signal. The signal will activate and flash only when vehicles are stopped on this sensor. The signal will become operational the week of Monday, Oct. 31. Currently, stopped vehicles waiting to turn left onto Enon Road from northbound Route 1 create a short period of congestion on weekday mornings, between approximately 7 a.m. and 8 a.m. The entrance to Stafford High School is located approximately a quarter-mile west of the Route 1 intersection on Enon Road.
