On January 6, 2017 at approximately 10:10 p.m. Deputy R.A. Weatherholtz observed a black 1992 Jeep Cherokee traveling on Brooke Road displaying an expired inspection sticker. He initiated a traffic stop and made contact with the driver and his passenger. Both subjects were smoking freshly lit cigarettes and Deputy Weatherholtz perceived a faint odor of marijuana emitting from the vehicle. The driver and passenger were identified, but the driver was unable to produce his driver’s license or the vehicle’s registration. Deputy Weatherholtz returned to his cruiser and ran the tags. They returned to a 2005 Chevrolet.

When Deputy Weatherholtz returned to the vehicle he again detected the odor of marijuana. A search of the subjects, the vehicle and a backpack was then conducted. Two plastic bags of marijuana and a smoking device were recovered in the search.

Kai Pherol Evans, age 20 of Dons Way in Stafford, VA, was issued summonses for Possession of Marijuana, Improper Registration, No Valid Registration and an Expired Inspection Sticker. The improper license plates were removed and returned to the DMV.
