Arrested Man Used Multiple Aliases

In the early morning hours of Saturday, June 25, 2016 Deputies E. Houde and D. Pinzon with the Stafford Sheriff’s office responded to a disturbance call at Buffalo Mo’s located on Wicomico Drive. A patron, who was intoxicated at the time, was unwilling to pay his bill and was attempting to steal someone’s car keys. Staff at the establishment obtained the patron’s Ohio driver’s license and detained him. The license provided was in the name of Elmo S. Dyer but the license was not found to be valid in either Ohio or Virginia.

The Deputies conducted a search incident to an arrest that yielded three separate wallets. Each wallet contained another state’s driver’s license in a different name. The deputies processed all three licenses and found a valid New York license belonging to the subject identifying him as Kevin Lynch. There were twenty-eight total credit cards found in the name of Elmo S. Dyer. Lynch’s other aliases included James C. Scott of Norfolk, Virginia.

Lynch had rented a motel room nearby and was with a female companion traveling in a rental car. Stafford Detectives E. McCullough and S. Danyluk conducted a search of the vehicle and recovered approximately 50 more credit cards and 12 cartons of cigarettes. A warrant to search the hotel room was obtained from the magistrate. A search warrant was executed for the motel room which yielded receipts for several cartons of cigarette purchased from Stafford businesses with another fraudulent credit card.

Kevin S. Lynch, age 43 was arrested and charged with Drunk in Public, Credit Card Forgery, two counts of Possession of a Fictitious License and Vandalism. He was taken to the Rappahannock Regional Jail and was incarcerated with no bond. Lynch has prior offenses in New Jersey, Connecticut, Maryland, New York and Virginia.
